Commander Alan Draper, head of the Special Operations Anti-Terrorist Squad, and William Tolfer, Minister for Homeland Security, have the means to take immediate action against anyone who threatens to upset the balance of power.  As they implement the Smoking House Law, one that will mean further oppression, violence escalates, building to total chaos.  Draper and Tolfer have secrets but, with the power of government behind them, they are determined to keep them buried at any cost. 

Who will win the battle and who will be willing to pay the ultimate price?
